PPPs structuring for penitentiary facilities/prisons (in Spanish)
  Present paper work was used in a conference, celebrated in November 2006, in relation to the promotion of PPP structures for penitentiary facilities/prisons in Spain. Conference was organized by RCF – Recoletos Conferencias y Formacion.

The present paper work introduced the framework and the existing precedents, as well as the different experiences carried out in different countries worldwide. It also introduced to the different legal contractual structures than could be applicable in the structuring of this type of projects under PPP/Concession-driven formulae, and ending with a series of recommendations that, according to our experience, would permit the attainment of a highly efficient PPP structure.

Diseñó y Estructuración de Asociaciones Público Privadas (in Spanish)
  Present paper work was used in a conference, celebrated in May 2006, in relation to the promotion of PPP structures in Spain. Conference was organized by Intermoney.

The present paper work intends to explain what a PPP is and past similar-in-goal formulae employed, to state PPP projects’ key characteristics, goals to be pursuit with them and keys in PPP projects’ financing and structuring, ending with some remarks about the relationships between the PPP project contract term and the achieved budget efficiency level.

Financiación de infraestructuras públicas en esquema PPP. La experiencia española. (in Spanish)
  The present paper work was used in one of a series of conferences, celebrated in March 2006, in relation to road infrastructures new financing mechanisms. This conference was lectured within the first Construction Industry Expo Congress framework in the State of Guanajuato (Mexico).

This wide paper work introduces and compares the two basic infrastructures promotion PPP structuring models more widely applied worldwide: the British model and the Spanish one. Special effort is dedicated to explain key aspects and the successful track record of these formulae among the different Spanish public administrations: at a local, a regional and central level. You will also find a detailed explanation of the different structuring stages within a procuring process, as well as main goals and key figures that the “Financial Feasibility Study” documents is to have.

A public perspective in roads’ PPP structuring
  The present paper work was used in a series of conferences, celebrated in March 2006, and organized by ICBI, under the title: “Strategies for Effectively Financing Allocation Risks & Creating Value for Money in Projects Globally”.

Apart of describing what a PPP is and its key features, key aspects are explained in relation to the structuring of a road infrastructure.

Aspectos contables y financieros en APP institucionales. El caso de las sociedades mixtas. (in Spanish)
  Present paper work was used in the conference “Sociedad Mixtas”, organizad by Recoletos. Conferencias y Formación and which took place in Madrid in October 2006.

This paper develops aspects in relation to the accountancy implications of PPP projects where the awarder (Administration) counterpart is a private company which capital is mainly, if not totally, of public nature.

Financiación de infraestructuras públicas (in Spanish)
  The present paper work was used in a series of conferences organized by the CEDDET, aimed at providing an overall frame for the understanding of the different existing alternatives for the financing of public infrastructures, both from the national and the European perspective, as well as from the Private and Public Law. It also offers a thorough analysis of the private financing mechanisms applied to the promotion of infrastructures and the structuring of Public Private Partnerships and some key differences between the PPPs’ British and Spanish models. Finally, it is offered our understanding of key aspects in the success of the PPP models, its basic features and a summary of attained achievements.

Infrastructures in Spain
  The present paper work was used in one of a series of conferences organized by the Spanish Foreign Trade Institute, the ICEX, aimed at introducing to future trainees in its network of commercial representative offices the performance of the most dynamic Spanish economic sectors, the most competitive companies and their strengths. The present paper work intends to show the past and present situation of the transport infrastructures in Spain, the roles played by key constructing and infrastructures’ developers, the main characteristics of the new central administration’s Infrastructures Transportation Strategic Plan and, finally, an introduction to the infrastructures’ financing mechanisms, as well as to the available PPPs’ structuring formulae between the public and private sector.

Tendencias en otros países _ Uk (in Spanish)
  The present paper work was used in a conference organized by the Regional Government of Aragon, aimed at introducing roads’ new financing mechanisms. This paper work introduces the British model for promotion of infrastructures. In this sense, a thorough analysis of what it is called “Value for Money” is given, paying a special attention to the way it was previously calculated, the way it is now and the reasons that justify this methodological change. In order to better understand differences between models, a comparative exercise is done between the British and Spanish model.

Estructuración APPs en carreteras (in Spanish)
  The present paper work was used in a conference organized by the Regional Government of Aragon, aimed at introducing roads’ new financing mechanisms. After defining and describing the essentials of what it might be labelled as a private financing of an infrastructure, a definition of the PPP term is given, highlighting its main characteristics, its different typologies and the usual contracts used. A detailed roadmap so as to get a proper PPP structuring process is also given. Finally, a more detailed analysis of some of the principal aspects in PPPs’ structuring process is offered: financial feasibility, public support formulae, budgetary efficiency, calculation of best concession term and the risk analysis process.

A de I Spanish Rail Opps
  This paperwork, developed for the 2004 Rail Finance Forum, introduces to the PPPs’ promoting formulae in Spain, with a special remark on applied legal routes and contracting structures. It offers, as well, a picture of the heterogeneous motivations, main features (actors and considered financing mechanisms) and structures used in the private promotion/financing of rail infrastructures in Spain. Finally, a map of opportunities/projects to develop (or under development) in different Spanish regions.

  This paperwork, used during the InfraNews Infrastructure organised cycle of conferences: “Opportunities for private finance and PPPs in European Healthcare” introduces the various PPP formulae that are being applied nowadays, aiming at establishing a benchmark between the British and the Spanish approach towards PFIs’ structuring.
