Ramón Espelt / Director Partner
Ramón is a co-founder and partner of Asesores de Infraestructuras, with more than 20 years experience in the construction sector, developing a significant amount of his professional activity as a Ferrovial representative in Andalusia, the Philippines, Argentina and Brazil.
From 1999 on, he focused on the private promotion of transport infrastructures working as a Director at CINTRA, being involved in several toll highways, airports and railway concessions.
Since the foundation of AdeI, he has managed, among other activities, Aldesa mandates for shadow toll highway programmes in Valencia, Galicia and Madrid regions, the structuring process of the toll highway Cariñena – Gallur and the high capacity way of Villafranca – El Burgo, both of them for the Regional Government of Aragon (Spain). Ramon has also taken part as PPP structuring expert in projects such as the widening and managed lanes of the I-595 in Florida and in the Miami Port Tunnel structuring.

Andrés Rebollo / Partner
Andrés is a co-founder partner of Asesores de Infraestructuras (AdeI), specialised in Infrastructure finance and PPP structuring.
He draws on extensive professional experience in the setting up of PPP schemes in transport infrastructures as well as other types of infrastructures, having advised both the public and private sector in several road projects, water and waste water, health, Light Rail Train and prisons.
Prior to the setting up of AdeI, Andrés worked at PricewaterhouseCoopers Corporate Finance where he was Director for Infrastructures & PPP Practice. Previously, he was a Project & Trade Finance Manager at Ferrovial.
Andrés has a Degree in Economics and Business Administration from the Universidad Autónoma de Madrid and a Master Degree in International Trade from the Centro Carlos V (Universidad Autónoma de Madrid).

Cristina Simón / Director
Cristina Simón is Asesores de Infraestructuras Director and she is specialist in financial analysis. She has worked alongside other professionals in many infrastructure financing projects on highways, metros and social infrastructure.
Prior to joining Asesores de Infraestructuras she worked in the Infrastructure, Government & Utilities Department for PricewaterhouseCoopers Corporate Finance.
Cristina has a Degree in Business Administration from the Colegio Universitario de Estudios Financieros (CUNEF) (Universidad Complutense de Madrid) and a Master’s Degree in Corporate Finance & Investment Banking at the Options & Futures Institute in Madrid.

Juan
E. Díaz/ Director Legal Area
Juan E. Díaz Hidalgo is an experienced banking
and financial services lawyer with both national
and international clients. He undertakes all aspects
of banking law, such as regulatory and compliance
issues, project finance, including PPP and PFI,
derivatives, e-banking, structured finance and syndicated
lending. Juan also has extensive experience in investment
funds, including compliance and, in particular,
new structures and all types of collective investment
schemes. In addition, he has been involved in complex
financial multi-jurisdictional transactions.
He has advised private and public clients in
connection with designd,c onstruction and operation
of equipments and infrastructures.
He worked for Banco Español de Credito
(1990-1995) as an In-house lawyer and for Landwell,
a correspondant law firm of PricewaterhouseCoopers
(1995-2000) as a Senior lawyer in financial services
before joining Stephenson Harwood in 2001. In
2003 he became Partner and head of banking at
DLA Piper Rudnick Gray Cary.
Juan gained a law degree from the University
of Santiago (Spain), a Master in Law (LLM) from
the Instituto de Empresa (Spain), and a Master
in Tax from the Centro de Estudios Fiscales (Spain).
He currently lectures on banking law at the Instituto
de Empresa and is a member of the Madrid Bar.

Fernando García Canales / Manager
Fernando has pursued his professional career in corporate finance and strategy consultancy. Prior to joining Asesores de Infraestructuras in December 2006, Fernando worked at MBD, Management Business Development (M&A Boutique), advising companies on the process of mergers and acquisitions. In addition, he was also involved in company valuation projects, sector studies, feasibility analyses and organisational restructuring, amongst others. Previously, he worked for Central Lechera Asturiana.
He holds a degree in Economics and Business Administration from the Universidad de Oviedo and a Master’s Degree in Business Administration (MBA) from ICADE. In addition, he has also attended various courses and seminars that involve company valuation and mergers and acquisitions.

Jose Luis Regatos / Senior Consultant
Prior to joining Asesores de Infraestructuras, José Luis worked in the foreign trade sector, as Export Assistant and Area Export Manager, heading the commercial strategy in the Asia-Pacific and Europe (Scandinavia and Eastern Mediterranean) regions for the company ALCAD, S.A.
In 2004, José Luis joined Asesores de Infraestructuras and specializes in infrastructure finance and PPP structuring, having participated in numerous PPP projects, advising both public and private side clients. We highlight his participation in important projects at an international level, especially the advice to the Florida Department of Transportation (USA) in the Miami Port Tunnel and in the widening and managed lanes of the I-595 corridor under PPP/concession-driven schemes, as well as the advice to the City of Miami in the financial feasibility analysis and alternatives for the finance and management of the first light rail project. In the domestic scope, José Luis has participated in the advice to several public institutions such as Zaragoza City Hall, Ferrocarriles de la Junta de Andalucía and Dirección General de Carreteras del Gobierno de Aragón. He has also taken part in the advice to private companies in the public bidding processes for the concession of the design, construction, finance, operation and maintenance on roads infrastructure. Among them, we should highlight the advice to Aldesa, Brues, Copasa, Copisa and/or Rover.
José Luis has a Degree in Economics and, up to date, has fulfilled three superior courses in: Strategy & Management of Foreign Trade and Export, Trade & Project Finance and Infrastructures financing and PPPs.

Andrea Cachi / Senior Consultant
Andrea started her professional career in Tucuman’s Foundation (a non profit organization, founded by the most important companies in the Region of Tucuman) in the Economy and Market Analyses Department. Afterwards, she worked in CIPPEC (a prestigious non profit organization of Argentina) in the Fiscal and Political Department, in Buenos Aires, participating in a Fiscal Institution reforms project of Argentina, and in the elaboration of several macroeconomical regional documents.
Since Andrea joined Asesores de Infraestructuras, she has participated in the strategic and financial advice of both public and private entities as well as at a national and international level, for instance, providing strategic, technical and financial advice on the structuring under PPP scheme of the construction project of private car parks in Bucharest (Romania) or advising strategically and financially in the identification of projects/tenders of interest for the Mexican Infrastructure Program carried out by Secretaría de Comunicaciones y Transportes (Mexican Government) on the road area and social infrastructure.
Andrea has a Degree in Economics from Universidad Nacional de Tucumán, (Argentina) and a Master’s Degree in Business Administration (MBA) from Universidad Autónoma de Madrid.

Raúl Ortiz Morales / Consultant
Raúl started his professional career as an adviser within the Planning and Development Department at the Universidad Federico Santa María (Chile), where he was in charge of the implementation of several R&D projects and the strategic management. Subsequently, he joined the technical advisory team of the Bicentenary Projects Executive Directory of the Chilean Government. His main contributions were in the formulation, management and coordination of urban investment infrastructure projects under public and public private partnership. Raúl also participated as a technical supervisor in studies such as the Economic Research and Development Opportunities in Valparaiso Province, in master plans of coastal area reclamation, and in the setting up of the Valparaiso Historic Zone Rehabilitation Plan.
Since November 2005, Raul is part of AdeI´s team, first as financial analyst and later as consultant. He has participated in many structuring PPP projects as financial advisor, at both national and international levels, dealing with public and private side clients. Since Raul joined Asesores de Infraestructuras, he has developed financing models in projects such as Tenerife and Zaragoza (Spain) light rail trains, structuring under PPP scheme of health and education infrastructures for the Regional Government of Aragon (Spain), strategic advice to the Secretaría Estatal de Infraestructuras del Transporte Terrestre (Public Works Ministry of Spain), and the Miami Port Tunnel and Miami streetcar (Florida Department of Transportation-USA).
Raúl has a degree in Industrial Engineering, majoring in project finance, from the Universidad Técnica Federico Santa María and an MBA from the Universidad Autónoma de Madrid

Pedro Di Lella / Lawyer
Pedro is an argentinian lawyer with experience in assisting and representing clients both in civil and commercial matters. He also has experience in judicial and administrative procedure, having worked first within the judicial branch and afterwards as a private attorney.
He joined the team of Asesores de Infraestructuras in March 2007, after a period of specialization in European Union Law in Madrid. Here he has also collaborated with the firm “Olalla & Dewar Abogados – International Advisors”. Pedro has worked for the Judicial Power of the Argentinian Republic, for over five years. Later on, he turned to the private practice of the law providing legal advice and representation for clients in civil, commercial and administrative matters.
After gaining a Law Degree form the University of Buenos Aires, where he also obtained certificates of specialization in both Civil and Administrative Law, Pedro moved to Madrid in order to continue his post-graduate education. He gained a Master in European Union Law (LLM) from the Universidad Complutense de Madrid and has continued his formation on the same subject at the Instituto Universitario Ortega y Gasset.
